The Task Force on Fraternities and Gangs Intervention and Prevention (TAFFGIP) led an orientation under the Batang Iwas sa Gangs, Disiplinado at Aktibo (BIDA) program, educating Gen. Tiburcio de Leon National High School (GTDLNHS) students on the dangers of gangs, hazing, and the importance of observing local laws and ordinances.

The discussion introduced participants to the Anti-Hazing Law, beginning with Republic Act No. 8049, legislated in 1995 following the death of Leonard “Lenny” Villa, and Republic Act No. 11053, signed into law in 2018 after the hazing-related death of Horacio “Atio” Castillo III—which strengthened the country’s prohibition against hazing.

TAFFGIP also discussed Valenzuela City Ordinance No. 1262 s. 2025, which prohibits the creation and operation of street gangs, the recruitment of minors, and participation in violent gang-related activities. Likewise, Resolution No. 3467, Series of 2025 declares street gangs persona non grata within Valenzuela City.

During the orientation, PSSg Charles Anthony Murillo defined street gangs as groups of individuals who operate collectively in public spaces and are often identified through common names, symbols, and styles of clothing.

Meanwhile, PMSg Ramon Barcelono discussed various city ordinances, including the curfew ordinance for minors aged 17 and below, the Half-Naked Ordinance, Drinking in Public Ordinance, Videoke Ordinance, and Jaywalking Ordinance. Participants were also informed of the corresponding penalties and the importance of complying with these regulations.

Through the BIDA program, VCPS, TAFFGIP, and VCCPC emphasized that preventing gang involvement and violence begins with awareness, discipline, and informed decision-making. The orientation encouraged students to become responsible members of the community by understanding the law and choosing positive paths over harmful influences.
